Korea's blending mandate counts one pair

Published 2026.08.10

Korea's Renewable Fuel Standard (RFS) was checked in the source document. ## The frame of the scheme It obliges suppliers of transport fuel — the obligated blenders — to blend a set ratio of biofuel (biodiesel) into existing fossil fuel (diesel) when they supply it. The obligated parties are the **petroleum refiners and petroleum importers/exporters** under Article 2 of the Petroleum and Alternative Fuel Business Act, where they produce or import transport fuel. ## Two things to read together **The scope is one pair.** The transport fuel covered is **automotive diesel** and the renewable fuel covered is **biodiesel**. Other fuel combinations are not what this scheme counts. **The obligation is expressed as a volume ratio.** A blending ratio, not a reduction rate as in Germany. | Period | Required share | |---|---| | Jul 2021 – 2023 | 3.5% | | **2024 – 2026** | **4.0%** | | 2027 – 2029 | 4.5% | | 2030 – | 5.0% | The basis is Article 23-2 of the Act on the Promotion of the Development, Use and Diffusion of New and Renewable Energy, Article 26-2 of its Enforcement Decree, and Ministry of Climate, Energy and Environment Notice No. 2025-3. A charge applies to any shortfall. ## To be stated plainly **Tradable certificates, credits or a banking mechanism are not described in this primary source.** That does not mean there are none; it means they were not confirmed in this document. An absence that has not been checked is not written here as a fact. Forecasts of a further increase that appear in the press were not confirmed on the official page and are not reproduced. ## How it relates to insetting What transport insetting deals with mostly sits outside that pair, because it comes from which vehicle burned what on which leg. ※ This article cites the scheme guidance published by the New and Renewable Energy Center of the Korea Energy Agency. --- This article expands one section of LCS EAC special report 4, *Different Schemes, Different Shares*. The full report works from documents published by the UK Department for Transport, the German Bundestag, the Danish Energy Agency and the Korea Energy Agency as primary sources, and does not reproduce figures that were not confirmed in a primary source.
